The information revolution has made possible the transition of governance from traditional elites and the bureaucratic system to civic elites consisting of the most intelligent and proactive members of civil society. Since for the first time in history it has made the information space open, accessible, and integrated into all spheres of life and activity. At the same time, traditional monopolistic elites, state power and big capital, have lost monopoly control over management resources. And at the same time, civil society gained access to these resources.
Feeling new opportunities, the most intellectual layer of world society began to occupy the positions of global players, forming a new organization system — Netocracy. The name netocracy, came from the merger of the words «Net Kratos» — «The Power of Networks.» In contrast to the vertically hierarchical system of organization, in which a narrow layer of the elite gets the opportunity to subjugate society, use it as a servant. The organization’s network system consists of connections of everyone with everyone, without a rigid vertical hierarchy. The elite’s control over society is advisory in nature, and ordinary members of the society are free to choose which elite recommendations to accept for themselves and to what extent. The motivation for discipline in a non-democratic system is not violence, but competition, the pursuit of well-being and quality of life, which are easier to achieve by following the recommendations of professionals.
According to the form of organization, the system of non-democracy is a network consisting of focal points and branches using the intellectual and organizational products of focal points.
This structure is similar to Masonic lodges. Originating in the Middle Ages as a way of self-organization of the intellectual layer of society. And later became the basis of modern political parties and the administrative system. The Masonic system at one time played a large role in replacing the feudal system of the bourgeois, in the industrial revolution and the transition of society to modern living standards from the medieval.

There are no degrees of initiation or ability to manipulate the system from above.
The emergence of netocracy in modern society is an organizational revolution that is now developing as a form of civic self-organization, but in the future will become the basis of a new political and administrative system. It will form a new global elite, open and in direct interaction with society.
Netocracy, the historical successor to the Masonic system, which in the late Middle Ages became an alternative to the then dominant feudal power, and created a new world order, a capitalist system with administrative management and democratic politics. At the present stage, big capital has exhausted its constructive potential, it has achieved complete dominance, has come closer to dominance, and has begun to slow down the further development of progress, and has begun to degrade from within. As you know, domination does not lead to progress, it leads to stagnation, to feudalism. Netocracy does not imply the possibility of domination or monopoly, in this system all equal partners with different levels of influence and different specialization. Netocracy does not have the ossification and retardation inherent in clan and nomenclature systems. Thanks to its advantages, intelligence, flexibility and democracy, netocracy will eventually take a leading position in the world.
There are no administrative or clan barriers in a non-democratic system; admission to it is free. And the position held in it is completely determined by the personal contribution and trust of society.
