The now traditional system of organization in politics is power groups, standing above the law and society, separated from society by almost insurmountable social barriers. Power vertical, a vertically integrated system consisting of dependent people, vassals, or hired managers, officials, through which the highest power subjugates society. And societies occupying a niche of mass servants, idealizing power, accustomed to serving it and giving it decision-making regarding management, politics and often their own lives.
The vertical system of power to some extent ensures organization, order and justice, but to some extent ensures the dominance of power structures over society, the subordination of society, the unequal distribution of control functions and money in favor of power. The vertical system of power performs its functions well, especially its democratic form, in which democratic institutions and a democratic society are mostly subordinate to the authorities, puppet, but nevertheless they gave the highest level of development in the entire previous history of mankind. But any vertical system is characterized by such vices as rigid social barriers separating power from society at different levels, the infantilism of a society that voluntarily gives control of its life into the hands of the authorities, and the dominance of the elite over society. For the sake of strengthening its dominance, the authorities always slow down development and renewal, but the result of this is stagnation turning into degradation and leading to the collapse of the system. And so it happens in cycles, a new grouping comes to power, which makes a breakthrough in development in order to gain advantages and grow stronger, then, in order to strengthen its dominant position, it freezes development, degrades and falls apart.
The most large-scale stagnation of modern history is the rejection of global progress by the elite ruling the world, for the sake of maintaining and strengthening its dominant position. What was expected from the beginning of the twenty-first century, robotization and automation of industry, which will save people from hard work and greatly increase the standard of living, the growth of living standards and democratic institutions around the world, the growth of the middle class, which will supplant archaism. The beginning of space expansion, the industrial development of extraterrestrial resources, which are not limited compared to earthly ones and allow you to endlessly increase the standard of living of people on earth, without problems with resource scarcity and ecology. All these directions of global development have been curtailed and replaced by decorative or freaky directions that only lead to slowdown and decay. This was done because the further development of civil society at the end of the twentieth century threatened the dominant position of the elite. In the last four months, the Ukrainian war has been going on, the purpose of which is to destroy the economy and the state in Russia, turn it into a colony, and provoke an economic crisis in Europe and the United States to the sound of war, which will finally drive civil society into a state of favela, give the elite total power over it .
The modern political model declares the power of society, implemented through the election of officials and politicians, but in this model, democratic institutions and the power of society do not dominate. The power of capital dominates in it, and society occupies a subordinate position.
This model originated in the city states of northern Italy, half a thousand years before the renaissance in northern Europe and the industrial revolution. In the trading cities in the Mediterranean, the main surplus product was provided by trade and banking, and in these conditions a specific trade and financial variety of feudalism was formed, the basis of power of which was the ownership of capital. After the Turks blocked trade with the east in the Mediterranean Sea, and colonial expansion began in Europe, access to new markets, the Italian trade and financial elite moved to northern Europe, to countries where there was no strong centralized government, where it could freely conduct its activities and occupy a dominant position. Socio-political system formed by the commercial and financial feudal elite, assumed a greater share of freedom for subjects, more guaranteed civil rights and a guarantee of private property, they were needed for production and trade. Against the backdrop of a landowning, military, form of feudalism based on land ownership and military force, this system was more progressive, more democratic, more economically efficient and more attractive to society. But it was not a full-fledged democracy, it was ruled by feudal princelings, an archaic institution consisting of clans and clubs that make up a closed ruling caste. This caste, like any other feudal lords, perceived society as their personal lot, society was given so much freedom to work and trade, make a profit, but no more, so that it could not threaten the power of the ruling caste.
Modern democratic states were formed on the basis of commercial and financial feudalism, and have the same features. Control is concentrated in their hands by a caste of capital owners using economic and political power. An oligarchy standing above society and democratic institutions, keeping society under its control and striving for total domination. The society is given the role of a servant of the owners of capital, it is given certain rights, freedoms and the opportunity to choose its representatives in power, but it cannot influence real politics. Elected people’s representatives, measures and presidents are the same hired servants of the oligarchy as the officials. Sometimes among them there are really independent people who work for the interests of society, but they are either subdued or killed.
The oligarchy sometimes gives strength to the democratic world if it needs to gain an economic boost, or an advantage over a rival political order, a landed aristocracy, or communism. But the strengthening of democracy and the growth of the standard of living of society poses a threat to the power of the oligarchy, so they are periodically suppressed, mainly with the help of economic crises.
The last period of consolidation of society in countries with oligarchic capitalism occurred during the Cold War, the political confrontation with the communist bloc. The oligarchy gave society a higher standard of living than in the countries of the Soviet bloc in order to win the cold war and become a monopoly in the world. After the collapse of the USSR, she began a policy of internal destruction aimed at destroying democratic institutions and a developed civil society, translating them into freak forms, I call this the “Freak State” policy, the country of a psychiatric hospital. And inflation of financial bubbles, which at the same time strengthened the power of the owners of capital and pulled out the economic soil from under the middle class and mass business. About five years ago, the crackdown on democratic society entered an open phase. Various cataclysms, social unrest, the cononovirus epidemic, and wars are used as distractions. Now there is a war in Ukraine, but most likely it will not be the last, with a high probability the oligarchy will try to provoke several more local wars around Russia in the Anaconda Ring, provoke Muslim riots in Europe and civil military conflicts in the United States.
At present, the democratic world is under threat, but this threat does not come from authoritarian princelings on the periphery, who cannot seriously influence the situation in the world, but from authoritarian princelings who stand above society and the state in developed countries.
Society has practically no opportunity to influence politics through traditional democratic institutions, they are under the complete control of the oligarchy. It is possible to really change the situation only by using extra-systemic or alternative-systemic forms of political organization. In my opinion, one of the fastest and most effective ways to neutralize the power of the oligarchy and strengthen a democratic society is the transition to a new form of socio-political organization based on network structures of civil self-government, netocracy.
Netocracy is an alternative socio-political system of organization in which, instead of vertical power structures based on subordination, the organization is built on connections and interaction between people on the Internet, having the form of partnership. On network partner communities.
The space in which traditional power exists is clans, VIP clubs, administrative structures. The space in which netocracy exists is an open, public environment for the exchange of information and communications, the Internet.
The networking structure of a netocracy is cells of people who know each other personally, which are managed by leaders, coordinators, and networks consisting of many cells. Above the mass networks are the control networks and centers of analysis, improvement of organization and management, coordination centers. The networks have their own vertical hierarchy and their own elite, a layer of professional managers, but there is no rigid hierarchy, rigid social barriers between different strata of society, and there is no possibility of forceful subjugation or manipulation of lower-level participants. Interaction between network participants is based on trust and mutual benefit. Including the interaction of managers with subordinates. The elite of the netocracy work as hired managers, selling their services of organization and management to downstream members, receiving from this part of the profits from the business or organizational fees. Downline participants are free to choose which coordinators to report to and under what conditions. If facilitators do not manage effectively or try to play against the interests of downstream participants, they lose credibility, and along with credibility, they lose their position and ability to govern. Netocracy does not have such vices as social barriers separating the elite from society, does not allow the formation of classes isolated from the rest of society, does not allow the elite to take a dominant position and play in their own interests, against the interests of society.
In traditional political systems, society places political and strategic decisions in the hands of the authorities, society accepts the role of the serving masses, and if it influences politics through democratic procedures or protests, then to a small extent and with a narrow horizon of knowledge that allows the elite to freely manipulate them. In a netocracy, the management functions are distributed in society, including the distribution of the functions of the highest elite, for the management of states and world civilization. Full-cycle management, including a general analysis of the situation, decision-making, bringing decisions to practical implementation, by changing their personal life and activities and influencing society through networks and a system of professional managers. In this system, society receives basic knowledge, principles of thinking and functions of the global elite, each member of the networks becomes a co-manager of world civilization. Such a society cannot be manipulated, it is impossible to establish domination over it. Distributed governance makes it possible to fully realize the principles and advantages of democracy and liberalism. The spread of netocracy in society will close the ecological niche in which the traditional, closed elite is located, its further existence will become impossible.
The netocracy system is information and connections between people in the information and communication space. It will develop starting with publications and groups on the Internet, as it develops, increasing its power and quality of organization. Netocracy does not need props of traditional power, such as big money that gives power to the owners of capital, the support of influential people or government structures on which clan and nomenclature directions of power are based, and does not depend on them. One of the features of netocracy is that it gives people power and life advantages, and relies on the interest and trust of society. Power in a netocracy system is not the possession of people, territories, or capital, it is the possession of a situation. Mastery of the situation is provided by knowledge, not narrow, but basic knowledge about the structure of civilization, political and social systems. With this knowledge, people will be able to independently navigate the political and social space, occupying favorable positions for themselves. They will be able to develop a network system of organization in which they will be masters of the situation and which will work for their interests.
Participants in the netoratia in the early stages of the development of this system will receive political freedom without changing the situation in politics, which is long and difficult. And using the existing environment, existing trends, to your advantage, due to a broader and multivariate thinking, which is quickly and easily accessible.
The strength of netocracy depends mainly on the theory and quality of organization that gives the desired results to people, freedom, domination, rising living standards.
